Since the 1920s, the Navy has issued marksmanship ribbons, with an 'E' for Expert - the highest ranking, a 'S' for Ssharpshooter, the second ranking, or blank for marksman, the lowest rating. In 1969 medals began to be issued for Marksmen and Experts.
As a side note, veterans of wars prior to 1969, who had their Expert ribbons lost or stolen can send off to the government to have them replaced. Instead of receiving the old ribbon, they would instead receive this medal.
