This is a щН-marked Soviet Russian oiler for a Mosin Nagant. These were produced, virtually unchanged, from the 1940s until at least the '70s. The bottle markings describe the contents. The щ stood for щелочь which was whatever alkaline solvent available, often lye. The Н stood for нейтральное, meaning a neutral PH oil. The Soviet Union still used corrossive powders, and thus there was a need for a strong solvent.
